Back in the day, a lot of the rap-specific Complex lists were ruled ineligible since they weren't explicitly a Hip-Hop-focused site. A lot of lists were still posted that would probably be considered eligible now (I think I've given a lot of them bumps), but I don't believe this was one of them.
