There's a large contingent of the music press that has successfully ret-conned London Calling as an 80s album. To those journalists: it's not. It came out on December 14th, 1979.

That being said, if it WERE an 80s album, it would be the best 80s album, so it's not like I care all too much.

It wasn’t actually released in the US until January 1980, so I’d say that initially it made since for RS and other American publications to include it on 1980 year and decade lists. Of course, it no longer makes sense to do that but we all know how RS feels about modernization.

It's consistent, at least, since their old list of the best '80s albums had it topping the list, and their old versions of the 500 Albums list had it as the only "80s" album in the top ten. (But the new version, which also has it as the highest-ranked '80 album, does note it came out in 1979, so I don't know what's up with that).

In the end, this is a solid list. Pretty hard to argue with that top ten. I guarantee that a few years ago, X wouldn't have been able to outpace Bruce on a list like this.

Both albums Fresh Fruit for Rotting Vegetable by Dead Kennedys and Sardinista! by Clash are excluded...Closer being that low it's a shame!
