Is this eligible? Although there are a couple of questionable choices, the Billboard staff stated that they took into consideration not only sales but impact to innovation and longevity. Although some song selections have "various artists" indicated beside them, the write-up for those songs point to an artist with the definitive rendition.

When it comes to music, there's no objective right or wrong, good or bad – but that never stops passionate music fans from sharing and defending their favorites. From pop hooks to album covers to beats, we're rounding up some of the greatest of all time in music on Billboard. We spent months discussing, researching and reflecting on music from artists old and new, considering everything from sales to impact to innovation to longevity. The results won't please everyone – and that's as it should be. Everyone has their own takes on the greatest in music – this is ours.
Our journey to choose the 50 greatest Latin songs of all time took us across space and time, from Argentina to Spain and from the 1920s to 2015. We wanted to represent the full spectrum of Latin music (including music from Spain), from Mexican ballads to Cuban son to Colombian salsa to today’s bachata. Our standard of selection wasn’t merely hits, but instead, songs that made a difference, that marked a moment, that influenced many and that were simply great compositions. Most importantly, even though 50 is not nearly a big enough number to encompass the huge universe of the Latin songbook, every one of these songs continues to be relevant today.
