Based on Billboard's list of her biggest hits; sounds like a collaborative effort.

(A note: "Into the Groove," even though it charted on Billboard's Black Singles chart, did not chart on the Hot 100, per rules RE 12-inch-only singles at the time).

Billboard had initially published a top 50 list, that only appeared in the magazine. Thereafter, it published the top 40 portion online, from which this list drew upon. So it would be just these 40 tracks.

I think you misunderstood me. I meant to ask if she has had any other "biggest hits" that could have been on this list, if the critics liked them?

Yes. These were the tracks ranked 50-41 on the initial Billboard ranking:

The SFGate list didn't take Nos. 41-50 on Billboard's print list into consideration; hence they shouldn't be "penalized."

Now I get it. The top 40 it is. I didn't realize until now that this was a two step ranking. By chart performance (Billboard) and then for the top 40 by greatness (SFGate).
