The SFGate list didn't take Nos. 41-50 on Billboard's print list into consideration; hence they shouldn't be "penalized."

Now I get it. The top 40 it is. I didn't realize until now that this was a two step ranking. By chart performance (Billboard) and then for the top 40 by greatness (SFGate).
