I did not see this list posted on the forum anywhere. It is a French magazine list from 2013 (a previous list of theirs is already included on AM). My basic knowledge of French tells me that the title translates to '50 Years of Black Music.' It lists 150 albums arranged in chronological order. I find it odd that there aren't more (any?) albums by African artists on the list, especially given France's colonial past. Given that it's a jazz magazine (presumably), I assume that this list's focus is on music with African-American roots rather than the music of the African diaspora more generally (I did not recognize any Caribbean artists either). That said, it's kind of cool to see a jazz-centric list with a few token Pop/Rock choices thrown in since we usually only see the inverse.

This I can confirm.

There, I can only speculate. However, French lists do not usually include much African music anyway. Do English lists include many albums from their ancient African colonies or India? I guess they just chose not to include African music because they did not feel competent about it.

Fair point, but I think the fact they positioned the list as one that features 'black' music (as opposed to merely 'African-American' music, which could be a term not widely used in France for all I know) suggests at least the possibility of having music from Sub-Saharan Africa on the list. However, you're also right about African albums in general being rare on critic lists so I was probably wrong to expect any regardless of the title.
