It seems the places are viceversa, no way Mr P Mosh is 1 and De Musica Ligera is 20..

I won't use the reverse order, just because it seems to be that way. If they don't say it is listed in reverse, I have to assume that this is how they wanted it. No?

Actually, it seems like a Press Note and not a E! Latin American special, the same article was part in other website and repeat xactly the same (and it seems the list was made for every website that published it in 2011)

The previous day, it appeared on the website of E! Latin America. The content of the article looks like a critic list, but all the different websites repeated as a press note. On the note of E! says: "our selection" but they don't said that it's common don't edit when they take news from news agencies. So it's really confusing.

Last year they published a list of reggaeton songs ever

I think in this case, positions shouldn't be considered if this list continues being included.
