The numbers presented next to each album title are the weighted average rating, and, in brackets, average and number of ratings (out of 31 included sources). The weighted average is based on a formula that includes a) the average of ratings and b) the number of sources that have rated the album.

How come there are commas instead of periods? Like 77,6 instead of 77.6

If I'm not mistaken, Otis is Brazilian. He probably just applied the Brazilian typography rules.

And yes, I have always used in MCCh the Spanish typographic rules (and of many other countries)

Thank you Otis! There is a little mistake at the name of the Randy Newman's album. It's "Dark matter" not "Darl matter".
