I think the forum policy on live versions (as well as remixes and other new versions of old songs) is to vote for them in the year the song was originally released. This is how it's done on the songs list for AcclaimedMusic as well.

One of the benefits of the wild card is that points for songs with ambiguous years can be added together (this worked well in the 90s poll last year).

Another option that I don't think was actually stated: normalizing the votes each month (for the wild cards). This would help to make the years more even, because years where more people vote wouldn't get an edge just for being well-timed. Of course, you could argue that the years getting more votes...
